题目:Replacing School Meals with EBT Transfers: Evidence from Pandemic EBT
摘要:This paper examines how replacing in-kind school meals with electronic grocery transfers affects household food spending and nutritional quality. Using 2019–2020 Circana household scanner data and cross-state variation in the timing of initial Pandemic Electronic Benefit Transfer (P-EBT) disbursement, we implement a staggered difference-in-differences and event-study design among SNAP households with school-age children. P-EBT increased monthly food-at-home (FAH) spending by about $76 but did not improve nutritional quality. These findings suggest that electronic grocery transfers expand food purchasing power but do not replicate the nutritional targeting of in-kind meal programs, highlighting trade-off between flexibility and nutrition.
主讲人简介:

Dr. Linlin Fan is an Associate Professor in the Department of Agricultural Economics, Sociology and Education at Pennsylvania State University. She obtained her PhD in Agricultural Economics at University of Illinois at Urbana-Champaign in 2018. Her research interests are on the economics of food and health. Recent research projects include analyzing the efficacy of U.S. food assistance programs, the impact of time scarcity and nutritional knowledge on food choices, food prices and cost of nutritious diets. Her work is published in top journals such as Proceedings of National Academy of Sciences, American Journal of Agricultural Economics and Food Policy.
