美国罗格斯大学农业、食品和资源经济系教授

 Yanhong Jin received her Ph.D. degree from the Department of Agricultural and Resource Economics at the University of California, Berkeley. She is currently a full professor in the Department of Agricultural, Food, and Resource Economics and a graduate faculty in the Department of Economics at Rutgers, The State University of New Jersey. Dr. Jin’s research interests include agricultural economics, health economics and policy, food economics, technology adoption and impacts, and development economics. She has published in leading field journals, such as American Journal of Agricultural Economics, American Journal of Health Economics, and Journal of Economic Behavior and Organization.  She serves as an Associate Editor at Agricultural Economics, the journal of the International Association of Agricultural Economists. Dr. Jin is recognized as a supportive advisor and mentor for doctoral, master, and undergraduate students. She is one of 16 Provost Teaching Fellows for 2022 at Rutgers University.

内容提要:

 The Watershed Ecological Compensation (WEC) policy in China, implemented since 2008, involves both inter and intra-government compensations, with water quality assessed at the inlet or outlet of shared river basins. By 2022, 19 provinces had inter-provincial WEC policies, and over 29 provinces had inter-city WEC policies. This study investigates the effects of the WEC policy on firm-level water pollutions employing staggered difference-in-difference estimations. We find statistically significant causal effects of the WEC policy, reducing industrial wastewater (IWW) and Chemical Oxygen Demand (COD) emissions by approximately 6% and 10%, respectively. Horizontal WEC policies, involving fund transfers between governments at the same jurisdiction level, are found to be more effective than vertical policies with fund transfers from upper- to lower-level governments. The reduction effects are more pronounced for high-polluting industries and firms, as well as among firms in cities with more stringent environmental regulations, less fiscal deficit pressure, and in economically advanced Eastern China. Additionally, larger firms, those paying higher value-added taxes, and state-owned enterprises show greater reductions in IWW and COD emissions.

金松青教授毕业于加州大学戴维斯分校,师从Scott Rozelle教授,毕业后在世界银行发展研究部工作。2007年加入密西根州立大学并于2013年获得终身职位(Tenure)。金教授长期担任世界银行顾问,也担任过美洲发展银行和国际食品政策研究所的顾问。2017年开始金教授作为浙江省千人计划教授被浙大卡特中心引进。金教授长期从事发展中国家土地经济学,农业技术推广、采用和农业生产率,农村劳动力,和农村教育等方面的研究。在国际经济学和农业经济学期刊上发表近80篇学术论文,其中包括International Economic Review, European Economic Review, Journal of Development Economics, American Journal of Agricultural Economics等主流经济学杂志。
