学术午餐会（Brown Bag）指研究学者利用午餐时间进行学术演讲和交流，是欧美国家盛行的一种学术交流形式。Brown bag（棕色袋子）代表参与者自带或者主办方提供的午餐，由于美国午餐盒饭多半都装在棕色纸袋里而得名。
浙大卡特资源环境与农业发展研究团队(READ)联合浙江大学公共管理学院农业与农村发展智能计算实验室(ARDIC)，以“午餐会”的形式举办学术研讨会，期间会为报名参会的师生提供丰盛美味的“午餐”，旨在为师生提供轻松愉快的环境进行亲切、平等的对话，营造良好的校园学术氛围。

金松青博士，美国密西根州立大学农业、食品和资源系教授,浙江大学公共管理学院兼职教授，毕业于美国加州大学戴维斯分校农业与资源经济系。多次担任世界银行、美洲发展银行、国际食品政策研究所和联合国大学等国际机构的顾问，曾任美国农业与应用经济学会中国分会主席，是AJAE副主编和其他多个期刊的编委。长期致力于研究中国及其他发展中国家的农村发展问题。研究内容包括土地产权制度、农业技术创新和采用、农业生产力、农村非农、农村电商、农村合作社和农村教育等。在International Economic Review, European Economic Review, Journal of Development Economics, American Journal of Agricultural Economics等国际知名的经济学和农业经济学期刊上发表论文近80篇。
内容提要：
The Effects of Improved Land Rights on Land Markets, Land Use Efficiency, Employment, and Household Welfare: Evidence from the 2013 Vietnam Land Law
This study investigates the impact of increased tenure security on land transactions and subsequent productive efficiency, as well as its spillover effects on the labor market and overall household welfare. Vietnam’s 2013 Land Law, which extends the lease term for usufruct rights for annual land from 20 years to 50 years, but not for other types of land, provides the opportunity for difference-in-differences (DID) identification. Plot-level DID results reveal that annual plots are 3 (or 6) percentage points more likely to be leased out (or sold) as a consequence of the law, while there is no significant effect on the likelihood of annual plots being leased in or purchased. This result aligns with the expectation that the increased security generated by the law affects the supply of land. As both rental and sale markets are found to transfer land from less productive to more productive farmers, the more active land markets incentivized by the law are expected to enhance land use efficiency. Household-level analysis shows that the passage of the law is associated with a shift from self-employed farm work to wage employment, especially agriculture-related wage work closer to home. Household food expenditures per capita are also found to increase due to the law. Given these findings, the study suggests that the law can be a cost-effective tool for increasing land market participation with modest effects on the labor market and improving welfare.
