浙江大学百人计划研究员

李培，浙江大学百人计划研究员，主要研究方向大国治理下的央地关系。他在《经济研究》、《管理世界》、American Economic Journal: Economic Policy、Journal of Development Economics等经济学权威期刊发表论文多篇；主持和参与了多项国家级课题，多项成果获省部级奖励；现为China & World Economy副主编，长期担任《经济研究》、AEJ:AE、AEJ:EP、ReStat等期刊审稿人。

内容提要：

Does Collective Decision-Making Improve Local Governance?

Scholars and policymakers have struggled to come to terms with the significance of inaction in public policy. This paper exploits a natural experiment set in China to put the study of inaction on a new footing. Our findings indicate that when decentralization produces more veto players in internal decision-making procedures, the governments become reconstructed to make public policies more responsive to citizens. We also conclude by digging deeply into the continuing challenges that inaction poses for the policymakers.
