主讲人:马光荣,山东泰安人,现任中国人民大学财政金融学院副教授,2013年博士毕业于北京大学国家发展研究院,2008年本科毕业于东南大学,2011年在美国杜克大学任访问学者。他在American Economic Review、Journal of Comparative Economics、《中国社会科学》、《经济研究》、《管理世界》、《世界经济》等中英文期刊上发表30余篇论文,主持国家自然科学基金、北京市社会科学基金、国家社科基金重大课题子课题等多项研究课题,获得洪银兴经济学奖、邓子基财经学术奖、教育部高等学校优秀成果奖等。
摘要: According to the big push theory, government should play a critical role in initiating industrialization by overcoming the threshold effect. In this paper, we evaluate an example of a big push strategy in China -- the Great Western Development Program (GWD), in which the government aims to accelerate industrialization in twelve inland provinces by intensively investing in infrastructure and encouraging investment in many industries, through massive public investment and industrial policies. Exploiting a spatial discontinuous design, we find that the program succeeded in accelerating industrialization for targeted regions. However, accelerated industrialization primarily results from massive physical investment, rather than productivity gains. The GWD also fails to foster innovation and entrepreneurship.
