内容提要农业“走出去”金融服务支持体系所涵盖的内容主要针对具体的农业“走出去”金融服务需求，包括融资需求、信用支持需求、风险防范需求、跨境结算需求。农业“走出去”金融服务支持体系构建必须跟上并进行整体性战略部署。可以考虑从政策和机制层面入手，分析农业“走出去”的金融服务支持要素，关注农业“走出去”的金融服务支持效果，把零散的金融措施纳入一个基于国家战略统筹考虑的金融服务支持框架内，鼓励不同的金融服务支持主体，依据农业“走出去”企业的不同类型、不同发展阶段，提供针对性强的差异化金融服务支持方式，构建一个多层次、宽领域、逐步推进的金融服务支持体系。关键词农业“走出去” 金融支农体系“三农”问题作者单位中国银行业协会办公室北京100033； 农业部对外经济合作中心北京100125Zhang Chen Qin LuAbstract: The content of the financial service supporting system of agriculture “going out” mainly aimed at thedemand of the financial service of agriculture “going out”, including financing, credit support, risk prevention,cross-border settlement demand etc. The construction of financial service supporting system of agriculture “goingout” must follow up and conduct an overall strategic deployment. We could start from the policy and mechanism;analyze the supporting elements, and pay attention to the supporting effect of the financial service of agriculture“going out”. Putting the fragmented financial measures into the financial service supporting frame which is based onthe national strategic consideration, we should encourage different supporting subjects to provide targeted anddifferent financial services according to the enterprises’ different types and stages of development.
