【英文篇名】 The New Rural Cooperative Medical Scheme:Financial Protection or Health Improvement?【作者中文名】 程令国; 张晔;【作者英文名】 Cheng Lingguoa and Zhang Yeb（a:The National School of Development; Peking University; b:International Economics Department; School of Business; Nanjing University）;【作者单位】 北京大学国家发展研究院中国经济研究中心; 南京大学经济学院国际经济贸易系;【文献出处】 经济研究, Economic Research Journal, 编辑部邮箱 2012年 01期 期刊荣誉：中文核心期刊要目总览 ASPT来源刊 CJFD收录刊【关键词】 新农合; 政策评估; 健康绩效; 经济绩效;【英文关键词】 NRCMS; Policy Evaluation; Medical Care Services; Health Status;【摘要】 本文使用中国老年健康影响因素跟踪调查(CLHLS)的2005年和2008年两期数据,对新农合的绩效重新进行了考察。本文发现:新农合显著提高了参合者的健康水平;改善了参合者"有病不医"的状况,提高了其医疗服务利用率;降低了参合者的自付比例,但实际医疗支出和大病支出发生率并未显著下降;医疗服务利用率的提高成为新农合影响参合者健康水平的一个重要渠道。据此本文推断,医疗服务需求弹性较大等原因使得参合者对新农合的反应是增加医疗消费而非减少医疗支出,因此新农合在改善参合者健康状况的同时,并未明显降低医疗负担。【英文摘要】 Using the sample from the latest two waves of Chinese Longitudinal Healthy and Longevity Survey(CLHLS) .This paper investigates the impacts of the New Rural Cooperative Medical Scheme(NRCMS) .The result finds NRCMS increases the enrollees access to the medical service and stimulates their service utilization,and hence improves their health status significantly.Meanwhile,this paper does not find that the enrollees medical expense burden was alleviated significantly.
