【英文篇名】 Analysis of the Tropical Products in Multilateral Negotiation on Agriculture 【作者中文名】 田晓静; 田志宏; 【作者英文名】 TIAN Xiao-jing TIAN Zhi-hong; 【作者单位】 中国农业大学经济管理学院; 中国农业大学（东区）; 【文献出处】 国际贸易问题, Journal of International Trade, 编辑部邮箱 2009年 04期 期刊荣誉：中文核心期刊要目总览 ASPT来源刊 CJFD收录刊 【关键词】 热带产品; 多样化产品; 农业多边谈判; 贸易自由化; 【英文关键词】 Tropical products; Diversification products; Multilateral negotiation on agriculture; Liberalization of trade; 【摘要】 热带产品问题一直是多边谈判的难点,目前,其作为多哈回合农业多边谈判的热点议题之一,受到了谈判各方的广泛关注,本文则从热带产品议题的历史发展、谈判关键点及影响范围等方面展开了研究。热带产品议题经历了漫长、复杂和多变的谈判过程,谈判内容有两个关键点:一是热带产品的范围,目前已经形成了UR清单、LA清单和模式草案清单三个代表性方案,但差异较大,其中模式草案清单已经上升到了实施层面;二是针对热带产品的自由化贸易政策,大部分成员热带产品的平均税率介于5%-60%之间,高于或与其一般农产品水平相当,市场开放的空间很大,本文对该议题的变化及其影响做出了判断。热带产品对WTO成员的影响范围很大,税目比例为20%-30%,进口贸易比例为17%-32%。我国农产品中有25%是热带产品,热带产品存在年均4.62亿美元左右的贸易赤字,其贸易自由化会对我国产生一定的负面影响,就此本文提出了政策建议。 【英文摘要】 Tropical products issue has been the difficulty of multilateral negotiations all along.The issue has become a cause for concern by the negotiating parties as one of the hot topics in the Doha round multilateral negotiations on agriculture currently.This paper mainly studies on the historical development of tropical products,the key points of the negotiations,the sphere of influence and so on.It is a long,complex and changeable course for the negotiations on tropical products issues.There are two key points ... 【基金】 高等学校博士学科点专项科研基金项目“农业多边贸易谈判国家利益集团化格局下的中国战略研究”(20060019027)的研究成果 【DOI】 CNKI:SUN:GJMW.0.2009-04-003
