| 【摘要】 | 本文在深入村域实地调查和入户问卷的基础上,分析了撤并建制村对村级组织建设及基层治理的影响,探讨了取消农业税以后村级公益事业发展趋势及面临的新情况、新问题,研究了城乡基本公共服务均等化指向下的村级组织运转和公益事业建设需求、经费来源和投入机制问题,并就公共财政如何保障村级组织运转和加强村级公益事业建设提出了政策建议。 |
| 【英文摘要】 | Based on field investigation and indoor questionnaire in villages, the paper firstly analyzes the effect caused by annulling and consolidating organic villages in the building of village-level organizations and grassroots governance, then discusses the trend of the village public service and its new situation and problems after canceling agricultural tax , also studies the village organization function and public service problem of construction demand ,fund resource and input mechanism under the background ... |
