| 【摘要】 | 通过对浙江省42家合作社的调查和分析发现,股份合作社运行的规范化程度不高,合作社运行中的资本权力过大,合作社组织机构设置基本完善,但运行不规范,财务会计制度不健全,财务管理混乱,社员的参股比例甚至是社员进入合作社的行为会受到一定的限制。因此,应按《农民专业合作社法》要求,建立规范的组织机构和管理运行制度,通过调整合作社内部制度安排和加强外部规制来巩固合作社的性质和结构,强化社员的民主管理和参与的意识,加强政府的监督和指导功能,明确主管部门对合作社规范发展的责任和义务。 |
