工业化视角下我国“三农”问题的演变及其启示

从根本上看,我国的"三农"问题是在即定约束条件下工业化模式偏差所带来的人口、社会、经济、制度等结构性矛盾多年来在农村积聚的结果。现阶段我国已进入工业化中期阶段,农民和工业化的关系由传统上被动地为工业化提供资本积累等多种贡献为主,向农民的全面参与和全面发展为主转换,"三农"问题的核心也就转换为社会经济制度的全方位变革。只有通过涉及城乡之间根本关系的一系列制度变革,转换工业化模式,实现农民非农化、农业产业化、农村城市化,才能使"三农"问题在发展之中得到彻底解决。

【英文摘要】 The paper holds that China's problem concerning agriculture,the countryside and the farmers is an inevitable result of the conflict among the population,social,economic,and system elements that are brought about by the faulty industrialization policies.The function of the rural population is currently shifting from submissive service to industry to active participation and thus the a whole reshuffling of the economic and social structures is necessary and inevitable.
