【摘要】 研究目的:针对留用地安置实践中面临的适用范围有限、规划协调难度较大、权属复杂、管理难度大等问题,建立留用地安置适用性综合评价模型,对影响其实施效果的外部环境和内部因素进行分析,为征地前期的安置方式选取提供参考。研究方法:多因素综合评价法。研究结果:通过对浙江省调研案例进行实证分析,综合评价结果与实施情况基本吻合。研究结论:为了避免盲目照搬留用地开展成功地区的作法,建议在采用该安置方式之前,慎重进行适宜性评价。
