【摘要】 研究目的:为制定农村土地整理农地承包经营权权属调整办法提供政策建议。研究方法:文献资料法、实地调查法和统计分析法。研究结果:目前土地整理主要有三种农地承包经营权调整方式,权属调整中存在农地承包政策落实不到位、农民参与不足和有关单位参与不够等问题。研究结论:土地整理中应落实农地承包经营制度,农民充分参与权属调整决策,完善土地整理法律制度,并科学地进行整理前后的农地价值评定。
【英文摘要】 The purpose of the paper is to provide suggestions on enactment of adjustment policy of contractual operation right of farmland in land reconsolidation in rural areas. Methods employed include documentation, field survey and statistics. The results indicated that there are three adjustment methods of contractual operation right of farmland currently, and there are some problems existing during the right adjustment such as no full implementation of farmland contractual operation policy and insufficient parti...
