【摘要】 民生已经成为党和国家工作的重点。农民工权益保障问题是我国理论界和各级政府关注的热点和难点。从根本上解决农民工权益保障问题,须从公民宪法权利平等保护的角度,通过对地方政府实践经验的总结和提炼,来全面架构法制保障体系,以消除体制性障碍。
