【摘要】 文章在肯定我国新型农村合作医疗制度成效的同时,分析了这一制度存在的缺陷,指出正是这种内在的制度缺陷造成了制度实施效果不理想、运行困难。文章从制度经济学和社会保障等理论层面分析了新型农村合作医疗制度在制度目标、制度机制、制度内容、制度环境等方面的缺陷;并从实际层面对这些制度性缺陷所造成的主要问题进行了分析;提出了改进我国新型农村合作医疗制度的方向和总体思路。
【英文摘要】 While affirming the great accomplishment of New Rural Cooperative Medical Care System(NRCMS),the paper points out that this kind of system has intrinsic institutional defects,which is the essential cause of the difficult operation and bad effects of this system.In order to solve the problems and achieve sustainable development,the NRCMS has to be improved and perfected.Therefore,the paper systematically analyzes the institutional defects from the target,mechanism and environment of the NRCMS in theories and...
