【摘要】 乡村旅游在解决"三农问题"上有其他产业无法替代的特殊作用,而中国"三农问题"的研究往往导向农村基层组织的作用发挥。文章以平衡记分卡为理论和模型基础,采用德尔菲法构建了基于平衡记分卡的农村基层组织在乡村旅游发展中的绩效评估指标体系,并用AHP层次分析法确定了各指标的权重,以期对农村基层组织进行绩效评估,从而研究其作用发挥。同时以农村基层组织主导模式的典范——龙坞茶村为例进行实证调查,分别从财务、游客、内部流程、学习与成长维度探讨了农村基层组织在乡村旅游发展中所发挥的作用。
