【摘要】 基于文献考察和经验观察,本文提出中国农村劳动力二次流动的概念,并把农村劳动力二次流动分为“换地区流动”和“换企业流动”两种类型。运用1702个个体调查问卷,我们归纳出劳动力二次流动的基本特点和影响劳动力二次流动的主要因素。分析结果认为,劳动力二次流动是农民工争取和维护自身权益的具体行动,但是大规模“换地区流动”是导致“民工荒”的一个重要原因。因此,政府应当加强外来务工者的维权工作,用工企业也应用先进理念改进管理。
【英文摘要】 On the basis of a literature review and empirical observation,this paper puts forward the concept of the “second migration” of China's rural labor force and divides it into inter-regional and inter-firm migration.On the basis of 1702 individual survey responses,the authors outline the basic features of the “second migration” and the major factors influencing it.An important finding is that although this “second migration” of rural labor represents concrete action in defence of migrant workers' rights and in...
