【摘要】 城郊农民市民化与撤村建居的过程中怎样处理集体经济问题,一开始就受到政府的重视,但在实践中有碍市民化深化的问题未受到重视。学术界对此问题有所研究,但对集体经济在撤村建居前后的作用变化、集体经济组织与新成立的社区管理上的矛盾等问题,关注不够。长远看,集体经济的发展壮大对撤村建居与城郊农民市民化,并非只起积极作用;政府解决城郊农民市民化过程中集体经济问题应适时,应该注意搞好城郊农民与集体资产的剥离,给予城郊农民同等市民待遇,并创新对原有集体经济的监管方式。
【英文摘要】 The collective economy problem in the processes of transformation from peasants to urban residents and transition from village to community,is paid attention by the government at the very beginning,but the problems embarrass the transformation to far not be concerned enough in practice.Despite of some research work,there is little focus on the functional change of collective economy before and after the transition and the contradiction between organizations of collective economy and newly established commun...
