【摘要】 本文从医疗卫生服务领域供方诱导需求问题入手,提出启动需方策略的"健康医疗券",以此来提高新型农村合作医疗的可及性,实现新型农村合作医疗制度的可持续发展。文章主要论证了我国农村合作医疗"健康医疗券"的可行性,提出了与"健康医疗券"连接的农村健康医疗卡的主要内容及其配套措施,并分析了"健康医疗券"实施的预期效果。
【英文摘要】 Starting from the supplier induced demand issue in the field of medical and health services,this paper initiated the demand-side strategy of"health care vouchers",in order to enhance the availability of new rural cooperative medical care,to achieve the sustainable development of new rural cooperative medical system.This paper demonstrated the feasibility of"health care vouchers"in China's rural co- operative medical care.At the same time,proposed the main content and complementary measures for rural health ...
