【摘要】 只有在农业哺育出非农产业后,才会提出反哺农业问题。哺育和反哺的不对称导致城乡差距的扩大。反哺农业和农村的内容主要涉及反哺收入和反哺要素两个方面。反哺农业和农村的初期阶段是工业起主导作用,进入全面反哺农业和农村阶段则需要城市起主导作用。工业化和城市化达到一定阶段以后,工业和城市反哺农业和农村会突破乡镇范围,实施的中心需要转到县级政府。政府实施反哺的主要途径是扩大公共财政在农村的覆盖面和增加农村公共产品的供给。
【英文摘要】 The issue of industry reversally feeding agriculture will not be raised until agriculture has stopped feeding non-agriculture. The asymmetry between feeding and reversal feeding will result in the widening gap between city and countryside. Reversal feeding agriculture and country mainly covers two aspects, namely the income and factors of reversal feeding.
