【摘要】 大量失地农民的出现是我国城市化进程的一个重耍产物。以环渤海地区为例,被征地农民社会保障制度构建具备可能性、必要性及必须性。基于被征地农民实情,以城保为基础,是环渤海区被征地农民杜保制度构建的路径选择。但在制度的构建过程中,应强调对被征地农民的就业培训。同时,改革土地征用流转制度以配套环渤海地区被征地农民社保制度的构建,显得尤为重要。
【英文摘要】 The large number of land-confiscated peasants is one of results of urbanization in China.Ttaking loop-bohai's region as the example.It is necessary and urgent to establish social security for land-confiscated peasants.Pay attention to the reality of peasants,and based on the social security of city,it is a good way to establish the social security for land-confiscated peasants in loop-bohai region.However,the training to land-confiscated peasants should be emphasized,and reforming the land acquisition is a ...
