【摘要】 通过对四川省部分农村进行调查发现,近年来村民自治进程中存在着一些带有普遍性的现象,如取消农业税之后农民负担减轻,干群关系缓和,但同时又使村集体失去经济来源,导致村民自治运作困难,村委会失去了凝聚力,举办各种公共事业都只能靠村民出资出力,村民的政治参与越来越缺乏动力。对这些问题及其成因进行了分析研究,并在此基础上提出了一些对策性的意见和建议。
【英文摘要】 After investigating into the partial rural areas in Sichuan Province, the author finds some general phenomena lying in the process of villagers' autonomy in recent years. For example, peasants' burden has alleviated after canceling agricultural tax, the relation between masses and cadres has improved. Meanwhile, it makes village collective lose economic source which has caused difficulties in the operation of the villagers' autonomy, and village committee loses cohesive affinity.
