【摘要】 甘肃省徽县麻沿乡麻安村在世行西部贷款项目和国家财政支持下,探索出"参与式整村推进"扶贫模式。这一模式以赋权为理念,以村民发展能力建设和项目村可持续发展为目标。在建设内容上,以发展经济和增加贫困人口的收入为中心,力求水、田、林、路综合治理,教育、文化、卫生和社区文明共同发展;在运行机制上,以政府为主导,农户为主体,动员社会各界力量广泛参与;在实施步骤上,通过制定村级规划和实施方案,使项目的运行规范化、制度化。"参与式整村推进"扶贫的根本在于通过政府政策的帮助、支持和引导,激活农村内部的发展潜力,培育农村和农民的自我发展能力。这一模式给我国新农村建设极大的启示。
【英文摘要】 In Ma'an village of Gansu province,a kind of poverty reduction pattern supporting by World Bank Loan Pro- ject in West and state finance is putting into practice which is known as Villagers Participating and Village Developing.
