【摘要】 随着高失业时代的来临,人们越来越关注就业安全问题。对该问题的研究可以基于两个层面:一是作为国家经济安全的构成部分,通过考察就业率的变化,拟定"失业警戒线"等指标及时发出预警信号,制定相应的防范措施,以保证国家经济安全有效运行。二是从就业机会的获得程度、就业能力、就业环境和条件、就业的公平待遇以及失业后保障其基本生活满足程度等方面,考察不同劳动力市场的就业安全问题。本文主要基于第二层面,考察制度约束下我国农村转移劳动力就业安全问题。
【英文摘要】 With high unemployment time coming, people concern more and more employment security.
