【摘要】 村级集体经济在保障农村基层组织正常运转、提供农村公共品、增加农民收入等方面起着重要作用。但目前村级集体经济存在着发展水平低、发展路子不广等问题。发展村级集体经济,首先要正确认识村级集体经济的历史地位和作用;同时要深化农村经济体制改革,明晰集体资产产权归属;完善和制定相关法律,明确村级集体经济组织的法律地位;政府要创新扶持政策,加大扶持力度;村级集体经济组织要创新发展思路,完善经营管理。
【英文摘要】 Village-level collective economy plays an important role in protection of the normal operation of rural grass roots organizations,providing rural public goods,increasing the income of peasants and so on.But now the village-level collective economy exist the problems of the low level of development and the non-wide development path.Developing the village-level collective economy,we must first correct understand its historical status and role;meanwhile,we should deepen the rural reform of the economic system ...
