【摘要】 文章从理论的视角尝试性地分析了地方政府行为、经济增长与农村公共投资之间的关系,指出在地方政府行为"经济人"理性的假设前提下,经济发展水平较高的地方政府有扩大公共投资的行为倾向,从纯"经济"层面分析,这种公共投资的行为符合经济理性,而贫困地区的农村公共投资对经济增长具有更强的敏感性和更高的回报率,即具备所谓的"后发优势",最后探讨了发展水平差异的不同地区相应的制度安排。
【英文摘要】 This paper attempts to analyze the relationship between economic growth,government behavior and rural public goods investment from a theoretical perspective.With an assumption that local government behavior is characterized by rationality of economy,this paper makes clear that the local government in the area with developed economy tends to increase public investment,this behavior accords with rationality of economy.However in poor areas,the public investments are more sensitive and gain higher ratio of ret...
