【摘要】 21世纪初开始的农村税费改革是政府为减轻农民负担,稳定农村形势的一项重要举措,税费的减少直接导致了农村两主体——农户、村集体的行为决策变化。农地流转机制以及农村社会保障机制等配套制度的缺失,导致了人地矛盾的加剧。
【英文摘要】 The reform in the system tax and fee,beginning at the early century,is an important policy to alleviate peasantry burdens and stabilize the country conditions.The reduction of tax and fee directly leads to the decision-making change of farmers and country leaders,and the absence of agricultural land transfer mechanism and rural social security finally results in the intensive contradiction of population and land.
