【摘要】 近年来随着我国的经济发展和社会转型,农民群体出现了明显的社会分化,形成了许多亚层次,不同农民群体有着不同的养老保障需求,因此在构建农民社会养老保险体制时必然要考虑到这种差异化需求。而我国目前已经存在的多种类型的农民社会养老保险体制,由于它们之间的制度割裂又带来了管理混乱和账户无法衔接等问题。因此,目前应该针对农民群体分化的特点,整合现有的各种制度,建立一个既具有统一制度框架又具有较强的包容性,既能保障所有成员的基本养老又能满足不同农民群体需求差异性的新型农民社会养老保险体制。
