【摘要】 目前我国村干部队伍的整体素质与建设社会主义新农村的要求还存在着较大的差距,集中体现在年龄偏大、文化水平偏低、政治思想素质和实际工作能力有待进一步加强、村干部选举中存在着一定的贿选现象及村干部腐败问题较为突出等六个方面。在体制转轨和社会转型的关键时期,影响我国村干部队伍建设的因素有很多,归纳起来也体现在六个方面经济待遇明显偏低、村级债务风险增大、选拔渠道过窄、法律制度建设滞后和缺失、宗族势力的影响增强和管理机制不完善等。加强村干部队伍建设,是建设社会主义新农村必须破解的重大课题,对此可采取五项应对策略建立和完善选拔机制、培训机制、激励机制、管理机制以及债务风险化解机制。
【英文摘要】 Building the new harmonious socialist countryside depends on the mass of peasantry under the leadership of the village cadres.
