【摘要】 本文从加拿大应对墨西哥移民工人权益保障问题的过程入手,分析加拿大在该问题上的主要经验:把“准农民工”纳入加拿大完善的社会保障体系是制度基础,而支持成立各种安置组织并积极筹集安置和管理资金是解决“准农民工”权益保障问题的主要手段。在此基础上,结合中国具体国情,文章提出从政策体系改革、组织机构建立和资金筹集三个方面解决我国农民工的权益保障问题。
