【摘要】 改革开放后,资金稀缺制约着农村文化事业的进一步发展,具体表现为:地区间文化事业筹资能力极不平衡,城乡间文化事业筹资能力日益悬殊和农村文化事业发展总体资金不足。农村文化事业在筹资过程中面临着政府财政的越位和缺位,农村文化市场发展滞后,社会支持短缺等一系列亟待解决的问题。为了加快我国农村文化事业的发展,构建和谐农村,有必要对我国农村文化事业的筹资方式进行改革,建立起筹资主体多元化、筹资方式多样化、筹资机制市场化的具有农村特色的多渠道筹资模式。
【英文摘要】 Since reform and opening-up,the shortage of fund is restricting the further development of rural cultural undertakings.It is embodied in: the fund-raising ability of rural cultural undertakings is extremely uneven,the fund-raising ability of the cultural undertakings between the city and countryside is with a wide gap day by day,the development of rural cultural undertakings lacks funds.There are a series of problems urgently to be solved in rural cultural undertakings,such as facing the off side and omissi...
