【摘要】 对中国西部农村反贫困治理的国际国内背景、难点问题、西部农村反贫困治理新的指导思想和战略框架进行论述,认为:西部农村的反贫困治理要充分考虑反贫困战略的长期性、艰巨性和复杂性,建立全新的反贫困治理模式,实施以满足贫困人口基本生活、生产和发展能力为主体的反贫困战略,治理重点是调整扶贫制度、强化社会服务、发展特色产业、重视教育培训、依靠科技进步和推广小额信贷。
【英文摘要】 After systematically presenting the internal and international background and some difficulties in the anti-poverty campaign in the countryside of China's west regions,and illustrating the principles and strategies of the campaign,the writer holds that the difficulty and complexity must be taken into consideration to foster the campaign.New models should be established so that to satisfy the rural poor's basic productive and development needs as well as to meet their subsistence;and emphasis should be laid ...
