【摘要】 本文通过构建农村中小企业信贷配给模型,更深入地探讨农村中小企业融资难问题。以此为基础,明确农村中小企业融资担保的内涵与作用机理,并在分析农村中小企业融资担保实践模式的同时,提出“政府组建政策性担保重点扶持龙头企业,龙头企业发起互助性担保带动农户”的农村担保体系主体框架。
【英文摘要】 A credit rationing model for rural small and medium-sized enterprises (SMEs) is constructed. This article reveals difficulties of the rural SMEs encountered when finance services are needed. The authors propose that the government set up a policy-supporting guarantee system to help the key SMEs, so that the latter could undertake a mutually-secured credit for the farmers
