摘　要:本文通过对城镇化和农地非农化的秩序进行理论分析，论证了市场机制和政府机制在农地非农化中失灵的原因，在此基础上分析了我国农地非农化中失地农民利益受损的制度根源，并提出了“市场＋政府＋民主协商制度”有机融合的准市场化配置的农地非农化机制和解决上述三个问题的政策组合，试图在改革现有农地制度的同时，在城镇化中建立一个农地适度非农化和失地农民利益保护的机制。[著者文摘]
