摘　要:本文在阐明农村公共服务变革基本内涵和运行机制的基础上，分析了当前我国农村公共服务变革的现实条件。认为农村公共服务变革的本质是实现从政府选择向农民选择公共服务运行机制的转型。我国农村公共服务的变革既面临农民合作组织发育的困境，又面临政府职能转变的阻力，农村公共服务变革将是一个漫长而艰难的过程。[著者文摘]
