摘　要:我国农村事业单位存在定性较混乱、布局和设置不尽合理、经费短缺、不能充分提供农民需要的公共服务等问题。剥离农村事业单位的非公共服务性职能、建立以县（市）为主的公共服务体系、鼓励非公有资本进入公共服务领域、以需方补贴和政府购买方式提高资金使用效率、建立和完善经费保障机制、转换政府职能等转型措施的实施．对农村事业单位的改革和农业、农村的发展具有深远的影响。[著者文摘]

Reform Orientation and Policy Options for Chinese Rural Public InstitutionsMa Xiaohe ,Cui HongzhiAbstract:Chinese rural public institutions face some problems, for example, their nature is determined confusedly, overall arrangement is not proper, development outlay falls short, and some public services that farmers require can＇t be supplied. The paper proposes some measures,such as removing nonpublic service functions of rural public institutions, establishing public service system relying mainly on counties （cities）, encouraging private capital to enter public services, promoting using efficient of capital by compensating demanders and government＇s purchase, building and consummating guarantee mechanism of outlay, transforming government＇s function, etc. These measures will put profound impact on reform of rural public institutions as well as development of agriculture and countrysides.[著者文摘]
