【摘要】 在当前就业压力增大、社会保障制度尚待健全的情况下,农民一旦失去土地,就意味着失去基本生存保障。而现行的征地安置方式单一,导致大量失地农民转化为城市贫民,其结果必然会影响到和谐社会的建设。文章以宁波为例,认为破解的思路不应局限于对失地农民补偿安置制度做出修补,更要立足于机制创新,建立以就业为核心的失地农民社会保障体系。
【英文摘要】 In the current circumstances,employment pressure has increased and the social security system needs to be perfect.If farmers lose land,it means losing basic survival protection and being poor in urban area,so we should change the current low standards of resettlement and land requisition form.Otherwise,the result will inevitably affect the building of a harmonious society.Based on Ningbo example,we think that we should establish the social security system of landless peasants at the core of employment,based...
