【摘要】 20世纪80年代初,当农民工从农民阶层中分离出来时,国家没有及时通过劳动政策与法律对农民工作为中国工业化和市场化时代的新型劳动者的地位进行确认。可以说,国家劳动政策的缺失是造成我国目前农民工问题出现的重要原因。进入21世纪,随着农民工队伍的壮大,特别是他们在制造业中的重要地位日益加强,以及他们生存环境的恶化,国家才开始调整与农民工的关系,视其为产业工人的主体,并通过劳动政策对农民工的权益做出回应。
【英文摘要】 This article examines the social protection for migrant workers from the perspective of labor policy.It argues that at the time when ruralurban migration brought about the new social stratum of migrant workers,the government policy response to it was inappropriate as the state just regarded them as transients.As a policy response left migrant workers in a plight.As the number of migrant workers increases and their irreplaceable role in Chinese industrialization,the government began to readjust its policy to...
