【摘要】 农民是建设社会主义新农村的主体力量,农民素质的高低最终决定着社会主义新农村建设的成败。目前农民素质相对较低的社会根源是城乡公共品二元结构。我国长期存在的城乡公共品二元结构使农民丧失了提高自身素质的经济能力、积极的社会环境条件和教育条件。改革公共品二元结构,实现城乡公共品供给平等化,是提高农民素质的体制保证。
