摘 要:安徽省作为农业政策改革的先行。自2005年开始全面减免农业税后，增加了农民手中可支配的资金。但是农民对农业的投资却没有相应增加，发展下去会降低农业抵御自然灾害的能力，将直接威胁粮食安全和社会稳定。文章对安徽省取消农业税后农户投资不足现象的原因进行了多方面的探究，并相应提出通过建立反哺农业体制、推进农村金融体制和投资保险制度、推广农业产业化经营等对策，引导农户增加农业投资热情。[著者文摘]
