摘　要:目前，新型农村合作医疗试点工作正在全国农村如火如荼地开展，作为一种制度创新。有诸多问题需要研究解决。国际经验表明，要成功实施农村健康保险计划，个人缴费水平必须考虑到农民的经济承受能力，缴费方式应该灵活多样；在管理中应该提倡农民的参与；妥善处理逆向选择和共同风险问题；医疗服务的质量改进和相关制度建设十分重要；工作人员能力建设、财务管理等因素应该得到重视。借鉴国际经验，我国在发展新型农村合作医疗制度中，应积极借助社会力量、利用市场机制巩固和保证新型农村合作医疗制度的可持续发展；在设置筹资标准和共付水平时，应适当照顾农村贫困群体；积极探索科学、有效的管理模式；加强补偿机制研究，完善时医疗卫生服务提供方的监督。[著者文摘]

Abstract:The new rural cooperative medicare system is being tried out widely at the rural region of China. However, as a new system, there are many issues remained to be studied and solved. International experiences have shown that for the health insurance plan to be successful, contribution from individuals should be set at a level affordable to rural people and there should be multiple access points for people to make the payment; local people participation should be encouraged, and the issues of adverse selection and common risk should be given appropriate consideration ; medical service improvement and existing of relevant policies are of significant importance; and qualifications and skills of the staff and financial management should be well attended to. These international experiences indicate that in developing the new rural cooperative medicare system in China, we should make good use of various social forces and employ the market mechanism to consolidate and guarantee its sustainable development; contribution level and co-payment level should be set with due consideration to the needy population; a scientific and effective management model should be applied; and finally, the study on the compensation mechanism should be strengthened, and supervision on medical services providers should be enhanced.[著者文摘]
